Does New Format & Aims of OSRS Priority Poll Point on Quest & Skill

The priority poll 4 is coming this Thursday. This time, Jagex pays more attention to the fascination of the community, rather than specific pieces. In the previous priority polls, the devs highly fix on PvM and new content instead of quest and skilling updates. Would the new poll mechanics change the tradition and make people obtain more rewarding rs 2007 items from quests?
1. New format aims on what types of content the community would like.
2. Different tiers reveal what level content the community would like to see.
3. Various kinds of questions have different statuses in your minds.
